For those who might want to know. As it stands, offline (no internet) is pretty restricted. You can play campaign, but local multiplayer appears locked to TDM. The ai is limited to only 11 bots, same as the previous modern warfare. You cannot play with very unbalanced teams (e.g. you v 11 enemies). You're also evidently limited to 3 maps. You also cannot edit your load out. Perhaps this may be updated on full release, though I am playing in NZ :)
The new Operators are present in the offline menu's however they are locked off with COD points. It has been confirmed that you can use them locally but you do need to be ONLINE for them to be usable.
From what i can see, there is no camos/customising of your weapon (cosmetics) you can access the barracks but only sprays/gestures are available, clan tags, calling cards, emblems are all locked currently for offline play
Local multiplayer for Call of Duty: Modern Warfare 3 is now playable. Modern Warfare 3's multiplayer modes were scheduled to release on November 10 worldwide, but players are gaining access to the offline version more than a day early. Pre-load for multiplayer and Zombies began this morning at 10 AM PT, but it seems that has led to gamers being able to play the offline mode a bit earlier than expected.
Call of Duty: Modern Warfare 3's offline multiplayer is now available to play, presumably due to a technical glitch within the game itself. After backing out of attempting to play online, an error message will appear, giving players the chance to play offline. Online multiplayer is still unavailable, and will likely be so until the game officially launches on November 9 at 10 PM PT. However, this will give players the chance to become familiar with the maps and weapons within Call of Duty: Modern Warfare 3. The exploit works for both Xbox and PlayStation versions of the game.
Activision is likely to remove any content posted online concerning the multiplayer due to copyright issues, but the game is still playable in offline modes. Even without online modes available at the moment, fans are eager to get their hands on the game's multiplayer as many have praised Call of Duty: Modern Warfare 3's beta.
Not all people have the ability to play multiplayer on Playstation or XBOX, so they play offline multiplayer with bots, including me. The limit in Call Of Duty Modern Warfare 2019 is only to 11 bots, which is too small, the maps are big and it just feels empty with only 11 bots and including you. The best thing to do would be to raise the limit to atleast 19, so the matches could be played like 10v10, the way it should be. Ground war is ok, i mean if the hardware requirement is too big for ground war (which support up to 64 players) and for bots then ok, but it should be also enabled with bots, normal multiplayer shouldnt be as much demanding botwise speaking, if it is then ok, but i got a feeling it really isnt. Spec ops too, it would be super if it were to be split screen or played locally. Activision, Call Of Duty, i beg you to raise the limit, a great number of people will be thankful for it, and you can imagine how much thankful. So if you raise it, i thank you in advance, and im asking all you people out there to support this goal. It really would be amazing if it were to be made true. Thank you all.
I don't have Xbox live or even internet, but I would still like to create my own class (as far as I know you have to be on level 4 for that and you have to be online to level up) on COD 4. I also have modern warfare 3 and in there you can level up in the local multiplayer. I was wondering if you can do the same in the first game.

However, you cannot play Zombies, Ground War, or Invasion in offline mode.

Bots appear in offline multiplayer or combat training online as well as online local or system link lobby. Bots have 5 different difficulties, those difficulties are Recruit, Regular, Hardened and Veteran, plus the "Mixed" difficulty.
Bots are back in Black Ops II and are smarter than they were on Black Ops. In II, the bots are smarter and are now able to capture objectives. They not only appear in offline multiplayer, but also appear online on Combat Training on both Boot Camp and Objective. If a player leaves a combat training lobby early, a bot will replace the role. When a new player is joining a session, one of the bots will leave and give room to the new player. They also have their clan tag set to [3arc], just like in Black Ops. Also, players can add bots in Custom Games now.
Last week, developer Sledgehammer pulled three Modern Warfare 3 maps offline due to whacky spawn points. Quarry, Rundown, and Scrapyard were pulled out of the Hardcore playlist and offline for good due to "unfavorable spawns," which would basically trap players in a cycle of death.
Sledgehammer could well pull further multiplayer maps offline in the coming days, if its past trends are anything to go by. Alternatively, the developer could roll out some spawn fixes soon via a new patch.
So far, there is still no official confirmation from Activision. While all previous in the Call of Duty franchise had both online and offline multiplayer options, nothing was officially said for MW3. It would be quite a surprise if Modern Warfare 3 proved to be the first game without offline multiplayer.

A post last Wednesday on the official Call of Duty Updates Twitter account reads that "Multiplayer for Call of Duty: Modern Warfare 2 (2009) on Steam was brought offline while we investigate reports of an issue." Eagle-eyed readers will note that the tweet very specifically does not mention which "issue" in particular the shutdown is related to, but given that it came a month after players began reporting encounters with a worm called Wacatac.B!ml in MW2 lobbies, it seems likely it's related.

Modern Warfare's multiplayer has been revised from its predecessors to allow for a more tactical gameplay style, including a focus on map exploration, door breaching, and a Hardcore "Realism" mode that removes the HUD. The mini-map was originally removed in favor of a compass-style marker, with visual cues to detect friendlies and opponents. Following feedback from the multiplayer beta test, Infinity Ward re-implemented the mini-map but removed the appearance of red dots representing enemy players (except for when the UAV killstreak is used).
