To my point of view, this kind of offer could be very attractive for some more people can attend the conference.
I would suggest a better type of 'reward' for those accepted late-breaking papers, which could motivate a bit more to the potential contributors. Moreover I think this option would not require too much additional work for (I guess) the proceedings chair, once a set of LBPs would be accepted by the reviewers/chairs.
My proposal would be to publish them in an online proceedings media such as CEUR (
http://ceur-ws.org/) or Arxiv (
https://arxiv.org/), which are also indexed in DBLP for instance and do not have many restrictions in order to publish this kind of 'complementary proceedings'.
