I've just committed r23 which includes TCP support.
It appears to work, although as yet I've been unable to test chaining
more than one request over a single open TCP connection.
It's also limited (as is the rest of evldns) to a single response per
request. Hence you can't currently use this to write an AXFR server.

multiple queries over a single connection.
The SVN repo is updated with the fix.
