NEW EVIDENCE POOL

I have created a backfiles pool because I have the noticed that many
files in other pools have little to do with the Africa topic and are
simply backfiles. Additionally this group will make it much easier for
people to find or request certain backfiles.

Owners - If possible, could you add a link to this evidence pool on
the announcements page?
