Easier to suggest that laws are the successful evolution of cosmological randomness, that succeed in a darwinian way. Likely that the universe will over enormous lengths of time develop new adaptations to emerging circumstances. For me, I value R+D over the mere philosophy. But that's just artificial selection kicking in.

The importance of “stable laws” of Nature (sciences) is very relevant here.
