Nope Jim, that the hit n miss gov.  As the flywheel speeds up, the ball moves outward and trips the lever to lock the exhaust valve out until it slows down again.  Simple but effective. Hope this helps.

I have a 11/2 horse engine that is hard to crank and when it does it may only run 30 seconds or it may run until it is shut off, any ideas what is happening. It will also have gas come out the cylinder but the plug is never wet.

Hello I have the same engine I think, and the same problem, It was the Wico Mag' had a weak coil. Hope this Helps. Den Pike North London
