If I understand this correctly, the seat map they are referring to is not an image, but must be a seat map you have already created. I am working on a complex seating map, and there are no provisions to import an image, I have to create the entire thing by hand. It is has a way using API to create a seat map to an event? or must create a seat map in eventbrite dashboard, then just use API link the existing seat map to new event?

According to the doc, you must already have the seat map created, and this will link the seat map to the event:
"Create a Seat Map for a new reserved seating event by copying an existing seat map.
Event must be a new reserved seating. Once a seat map is already created for the event,
this endpoint will return error. List Seat Maps by Organization
can be used to find source seat maps and their IDs. "
