Trying to update venue results in 403

Creating a venue is fine, the API token has that permission, but for some reason trying to update a venue  ( https://www.eventbriteapi.com/v3/venues/venue_id/ ) results in a 403 "You are not allowed to manage venues for this user.

There is no way to add permissions to the API key.

How can I fix this? I need to update existing venues without creating new ones.
