CPACE and ODOE

Regarding State based CPACE programs, John Hobbs is the person to contact.
He is a Project Development Officer in the Energy Loan Program. When I
first contacted him in 2016; I believe he said that all new PACE
programs would be coordinated through his office. He could explain the
procedures.
