Hello,
Can I report someone from abroad, not speaking Italian, not able to call 117, not able to go to the tax office in Italy?

Yes you can, using the reporting page on the website (http://evasori.info/segnala) as long as you are able to fill in the fields for category of activity, location, date and amount.
