Post from Roger:

I have a strange problem with Windows 10 from a neighbour.  This is a screen capture of the screen.

Note the sort of menu bar on the left side. The Windows icon at the bottom does not respond to a left click but brings up the usual screen of right click.  The three bars at the top bring up the START screen as below.

As the Windows icon does not switch to the desktop normally and Rt click switches to a blank desktop, I have made a shortcut to the Desktop in File Manager as an interim measure.

It's always a problem solving things second hand.

What version of win 10 is she running?

Check to see if she has any corrupted files using the SFC command  Put in cmd >  rt click >  administrator > yes > type in sfc /scannow and let it do its thing.

Does she have a restore point she can go back to?

Try setting up a local account and see what pops up.

I'm not too sure what the paragraph starting  - "As the windows icon is saying does not switch to the desktop normally and rt click??? -  is saying.

She can do a system recovery and keep her files as a last resort

Now that I see the issue, it looks normal - I think that Tablet mode is on (Start>Settings>System>Tablet Mode to see the settings)
Also check settings at Start>Settings>Personalisation>Start
