"Regular" Gas in Europe

Two days ago I read that the European Commission plans to phase out
"regular" gas in Germany. We currently have "Normal" (91 octane/ROZ),
"Super" (95) and "Super Plus" (98) gas, all unleaded. According to the
EU plans, the 91 octane gas is tolerated only due to the special
structure of the German automobile market (longer use of older cars in
Eastern Germany) following the unification of the country in 1990.

As of 2005, the 91 octane gas will, for ecological reasons, no longer be
available in Germany either. Must admit that I haven't paid much
attention to the "octane range" abroad since my car (like most around
here, I think) needs 95 anyway. But is Germany actually the only EU
country where 91 octane gas is still legal?
