To induce a change of the europa-hierarchy, everyone can send a RFD
(Request for Discussion), describing the desired change (e.g. creation,
status change, deletion or renaming of a newsgroup), to the RFD
submission address: mailto: r...@europa.usenet.eu.org.
A RFD should include a concise charter (no more than 20 lines for each
language), written in at least two different european languages,
briefly describing the aims and topic of the newsgroup.
The steering group examines every RFD and may accept it, ask for
modifications, or refuse it. When accepted, RFD are published on the
newsgroup europa.usenet.admin where discussions will be hold for a
maximum duration of two weeks.
The steering group will strongly advise for moderation in every case
where the group appears likely to be problematic

During the discussion period the proponent is free to send improved
proposals to the steering group.
When the steering group believes that all arguments have been stated,
it decides whether the proposal will be accepted or denied. The
decision will be posted to europa.usenet.admin.
