GitHub migration provisionally complete

There's still some cleanup that needs doing, but the wiki, issues, and repository are all
moved to GitHub at https://github.com/nasa/europa with continuous integration available at
https://travis-ci.org/nasa/europa/ (the build status badge will be on the repository
landing page shortly).
We had a pull request within days of the repository going up, which was pretty exciting.
Star it, fork it, hack at it!

You might want to put some kind of banner on the Google Code page to indicate that it's dead and that activity has moved to GitHub. Right now the Google Code page acts as a decoy...
