Do I understand correctly that Wine is required?

If not, are there installation instructions somewhere that I just
haven't found yet?

No WINE required, it runs natively on several common distributions (e.g. Ubuntu).

Unzip it and run the formulize.sh file to launch the program.

If it doesn't start, upgrade your Ubuntu.

OK, it starts.

No icon appears, so I guess if it want to start it from the desktop, I
should create an icon for the script, and run that to start it each
time?

Also, while strongly implied, and logically true, I see no absolute
assurance that "local computer" does not incur cloud charges, as
opposed to cloud selection.

Right, feel free to create an shortcut. The Linux install is a bit more open ended, so whatever you prefer.

It's 100% free to run on your local computer. You'll be asked for confirmation should you ever enable the Amazon cloud.
