The answer is 'yes', in that it can also send program changes, CC# values, etc. However, if the question is "Is the EurekaPROM a superset of the Behringer chip" then the answer is no. It's not programmed in the way the Behringer chip is, it doesn't have the same modes, etc.
That said, the EurekaPROM has many features that the original PROM (or UnO) doesn't contain. Like customization for specific effect boxes, effect state feedback for specific configurations, etc.

In the
PP Programmable Configuration the user has the option to send Program Change commands to any of the 16 MIDI channels, changing the channel with pedals 1 & 6.
Can the FCB1010 transmit to 16 channels at once instead of 5?
It sends to one channel at a time.
