Hierarchy in presets vs effects

 I'd like to better understand how presets and effects and organized. My question is rather simple: Are effects linked to presets in a hierarchical manner, meaning for example, that if on preset 1, pedal 1 is assigned to a wah effect, then on preset 2, that same pedal can correspond to a different effect, eg. flanger ? (therefore effect is preset-dependent) Or is it the reverse, like pedal 1, once configured to a wah, will be a wah regardless of the preset (preset-independent) . 

Maybe I am just overthinking it. ! ;-)

There's no hierarchy. The selection of presets (MIDI program changes) does not change the effects (MIDI CCs) settings.
