EUDR - Chia sẻ bộ tài liệu chuyên môn phục vụ công tác chuẩn bị và triển khai EUDR tại Việt Nam

Trong khuôn khổ dự án “EUDR Engagement”, Bộ Nông nghiệp và Môi trường phối hợp với Phái đoàn Liên minh Châu Âu tại Việt Nam, với sự hỗ trợ kỹ thuật của Tổ chức Hợp tác Quốc tế Đức (GIZ) và đội ngũ chuyên gia, đã thực hiện và chia sẻ bộ tài liệu chuyên môn phục vụ công tác chuẩn bị và triển khai EUDR tại Việt Nam. Bộ tài liệu gồm ba sản phẩm có tính bổ trợ lẫn nhau, đáp ứng đồng thời nhu cầu (i) nâng cao năng lực đào tạo và truyền đạt nội dung EUDR cho các nhóm đối tượng trong chuỗi cung ứng; (ii) thống nhất cách hiểu và sử dụng thuật ngữ trong trao đổi kỹ thuật và xây dựng văn bản; và (iii) cung cấp bản dịch tham khảo của văn bản quy phạm cốt lõi của EU làm căn cứ đối chiếu trong quá trình áp dụng. Dưới đây là thông tin giới thiệu tóm tắt và đường dẫn truy cập/tải tài liệu để các anh/chị thuận tiện tham khảo và sử dụng trong công việc.
Quy định (EU) số 2023/1115 của Nghị viện và Hội đồng Liên minh Châu Âu ngày 31/5/2023 về việc đưa vào thị trường Liên minh và xuất khẩu từ Liên minh các hàng hóa, sản phẩm liên quan đến mất rừng và suy thoái rừng: Tài liệu này là bản dịch Quy định (EU) số 2023/1115 của Nghị viện và Hội đồng Liên minh Châu Âu ngày 31/5/2023 về việc đưa vào thị trường Liên minh và xuất khẩu từ Liên minh các hàng hóa, sản phẩm liên quan đến mất rừng và suy thoái rừng, đồng thời bãi bỏ Quy định (EU) số 995/2010. Tài liệu được biên soạn nhằm cung cấp thông tin tham khảo cho các cơ quan nhà nước, các cá nhân, tổ chức và các bên liên quan trong quá trình triển khai thực hiện quy định nêu trên. Hai văn bản sửa đổi tiếp theo gồm: (i) Quy định (EU) số 2024/3234 ngày 23/12/2024 sửa đổi Quy định (EU) 2023/1115 liên quan đến các quy định về thời điểm áp dụng; và (ii) Quy định (EU) số 2025/2650 ngày 23/12/2025 sửa đổi Quy định (EU) 2023/1115 liên quan đến một số nghĩa vụ của các nhà nhập khẩu và các đơn vị thương mại. Hai văn bản này hiện đang trong quá trình dịch và sẽ được chia sẻ ngay khi hoàn tất.

Sổ tay dành cho giảng viên: Giới thiệu Quy định của EU về các sản phẩm không gây mất rừng cho các nông hộ và doanh nghiệp nhỏ và vừađược biên soạn nhằm hỗ trợ giảng viên trong quá trình tổ chức các khóa đào tạo về Quy định của Liên minh Châu Âu về các sản phẩm không gây mất rừng (EUDR) dành cho nông hộ và doanh nghiệp nhỏ và vừa (DNNVV) tại các quốc gia sản xuất. Tài liệu được thiết kế phù hợp cho giảng viên đến từ cơ quan quản lý nhà nước, tổ chức xã hội dân sự hoặc khu vực tư nhân, với mục tiêu hỗ trợ nông hộ và/hoặc DNNVV trong các chuỗi giá trị đáp ứng các yêu cầu của EUDR. Sổ tay cung cấp hướng dẫn cụ thể theo từng bước, giúp giảng viên truyền đạt hiệu quả các nội dung trọng tâm của EUDR, đồng thời phân tích và giải thích các tác động mà quy định này có thể tạo ra đối với nông hộ và DNNVV tại các quốc gia sản xuất. Phần đầu của sổ tay giới thiệu tổng quan về khóa học và các thông tin nền tảng về EUDR. Các phần tiếp theo trình bày cấu trúc và chương trình tập huấn dành cho từng nhóm đối tượng, bao gồm nông hộ và DNNVV. Cuối cùng, sổ tay đính kèm một chương trình tập huấn mẫu để giảng viên tham khảo khi thiết kế khóa học và xây dựng tài liệu đào tạo phù hợp với bối cảnh thực tiễn.

Thuật ngữ tiếng Việt về EUDR: Bảng thuật ngữ này được xây dựng trong khuôn khổ Dự án EUDR Engagement nhằm thống nhất cách hiểu và sử dụng nhất quán các thuật ngữ, khái niệm chính liên quan đến Quy định của Liên minh châu Âu về các sản phẩm không gây mất rừng (EUDR) trong bối cảnh Việt Nam. Các thuật ngữ được tổng hợp từ Quy định EUDR và các tài liệu hướng dẫn liên quan, sau đó được dịch, đối chiếu và điều chỉnh dựa trên hệ thống thuật ngữ trong văn bản pháp luật, chính sách và tài liệu chuyên ngành của Việt Nam. Bảng thuật ngữ tiếp tục được hoàn thiện thông qua tập huấn, thảo luận kỹ thuật và tham vấn với cơ quan quản lý nhà nước, chuyên gia và các bên liên quan. Tài liệu đóng vai trò tham khảo kỹ thuật phục vụ trao đổi chuyên môn, nâng cao năng lực và hỗ trợ quá trình chuẩn bị, triển khai EUDR; nội dung có thể được cập nhật theo các điều chỉnh của quy định và thực tiễn áp dụng.

Dear Members,
Within the framework of the “EUDR Engagement” project, the Ministry of Agriculture and Environment, in coordination with the Delegation of the European Union to Viet Nam and with technical support from the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and a team of experts, has developed and shared a set of technical resources to support EUDR preparation and implementation in Viet Nam. This package includes three complementary outputs that address: (i) capacity building for training and communicating EUDR requirements to target groups across supply chains; (ii) harmonizing the understanding and consistent use of terminology in technical exchanges and document preparation; and (iii) providing a reference translation of the EU’s core legal text to facilitate comparison and application in practice. Regulation (EU) 2023/1115 of the European Parliament and of the Council of 31 May 2023 on the making available on the Union market and the export from the Union of certain commodities and products associated with deforestation and forest degradation and repealing Regulation (EU) No 995/2010. This document is a Vietnamese translation of Regulation (EU) 2023/1115 of the European Parliament and of the Council of 31 May 2023 on the making available on the Union market and the export from the Union of certain commodities and products associated with deforestation and forest degradation and repealing Regulation (EU) No 995/2010. It has been prepared as reference material for government agencies, individuals, organizations, and relevant stakeholders to support the implementation of the above regulation. Two subsequent amending acts include: (i) Regulation (EU) 2024/3234 of the European Parliament and of the council of 19 December 2024 amending regulation (EU) 2023/1115 as regards provisions relating to the date of application (Regulation - EU - 2024/3234 - EN - EUR-Lex); and (ii) Regulation (EU) 2025/2650 of the European Parliament And Of The Council of 19 December 2025 amending Regulation (EU) 2023/1115 as regards certain obligations of operators and traders (Regulation - EU - 2025/2650 - EN - EUR-Lex). These two amending acts are currently being translated and will be shared as soon as the translations are finalized.

EUDR - Guidebook for Trainers (Vietnam): This guidebook was compiled to support trainers in organizing training courses on the EU Regulation on deforestation-free products (EUDR) for smallholders and small and medium-sized enterprises
(SMEs) in producer countries. The material is designed for trainers from public authorities, civil society organizations, or the private sector, with the objective of supporting smallholders and/or SMEs in relevant value chains to meet EUDR requirements. It
provides step-by-step guidance to help trainers deliver the key EUDR content effectively, while also analyzing and explaining potential impacts of the regulation on smallholders and SMEs in producer countries. The first section introduces the overall course
approach and basic information on the EUDR. Subsequent sections present the structure and training curriculum tailored to the different target groups—smallholders and SMEs. Finally, the guidebook includes a sample training programme for trainers to reference
when designing training courses and developing training materials suited to real-world contexts.

EUDR - Technical Glossary of Vietnamese Terms for EUDR: This glossary was developed under the EUDR Engagement Project to harmonize understanding and ensure consistent use of key terms and concepts related to the EU Regulation on
deforestation-free products (EUDR) in the Vietnamese context. The terms were compiled from the EUDR regulation and related guidance materials, then translated, cross-checked, and adapted in alignment with terminology currently used in Viet Nam’s legal instruments,
policies, and sector-specific technical documents. The glossary has been further refined through trainings, technical discussions, and expert consultations with government agencies, specialists, project teams, and other relevant entities. It serves as a technical
reference to support professional exchanges, capacity building, and technical discussions during EUDR preparation and implementation. The content reflects the understanding at the time of compilation and may be updated in the future in line with regulatory
adjustments and implementation practice.
