Oauth setup problem

I am new to the api, and am setting up a reporting app for just one shop owner, using Python, and am having trouble with Oauth..

I have obtained a temporary token, and passed the URL to the shop owner, but when they try to access the URL, the page comes up with the following message:

"

Sorry, you do not have access to this application.

This application has limited access, and the user you are logged in as does not have access to this application. If the error persists, you should contact the application's original author."

I have seen this problem raised previously, but with no solution.

Please could someone help or provide some insight into the problem.
