How to fetch the Order Notes which buyer has posted with the Order ?

Please look at the documentation for the Receipts resource to see if that includes the information that you're looking for.

You can get the buyer notes in the receipt object in "message_from_buyer"

I cannot find the private notes that the buyer can put on an order in the receipt API. Is there a way to get that private note? If not when will it be available?

I'm not familiar w/ this data. Do you have a screenshot or additional description to clarify which data you're talking about?
