Preventing submitTracking from marking order as shipped

The additional documentation for the submitTracking method of the API states, "If the order has not already been marked as shipped, a successful call to submitTracking will mark the order as shipped".

Is there any way to prevent the order from being shipped when this method is called? Or is there an alternative way to set a tracking number? I have already used the updateReceipt method to set an order to shipped if there is no tracking number available.

If i understand right

send_bcc parameter impact this.

If it is false, you may submit and change track number many times and user do not get email and i suppose state is not changed to shipped.

Once it is true, buyer gets an message with tracking and order considered as shipped.

I tried with bcc and without  bcc but I cannot update tracking as order is arleady marked as shipped and completed. 

It says

"Shipping notification email has already been sent for this receipt"
