Shipping template/profile not valid with new field requirements

I'm trying to create a new shipping template like so:

• private/shipping/templates?method=POST&title=temporary&origin_country_id=209&primary_cost=10&secondary_cost=10&min_processing_days=5&max_processing_days=7&min_delivery_time=10&max_delivery_time=14&min_processing_time=5&max_processing_time=7&min_delivery_days=10&max_delivery_days=14&origin_postal_code=90210

Even though I'm creating this shipping profile/template, I am getting this error:

• Error in Shipping profile: You must provide either a carrier and mail class or min/max delivery days.

However, I am absolutely setting the min/max delivery days.  Does anyone know what is going on?  How do I fix this?

@Amit - The problem I am having is with v2, not v3.

That issue thread says that the v3 issue was fixed, but I don't believe the v2 issues were resolved yet.  I submitted a support request, but I have not received a single reply.
