I suggest they simply format the CANRac document as a letter and sign their names and the name of their organization to it.
That's what I did to create a letter for signatures at a fall fair I attended last weekend.

Re: Consultation on oil and gas emissions cap

Thank you for the opportunity to provide input on this important policy. JustEarth is an environmental NGO, based in Toronto, a member of Climate Action Network.

First, Just Earth believes that the government's approach of asking respondents to choose between two options distracts from the central issue. The policy focus needs to be on reductions in oil and gas emissions and must have as its goal to set a cap on emissions.

We need to align with a 1.5-degree limit as per COP21. That means a reduction of 60% below 2005 levels by 2030. Global emissions must peak no later than before 2025 and drop rapidly to at least half of our 2010 GHG emissions by 2030.

To make that viable it is necessary to cancel TMX and cancel Bay du Nord, both fully federal decisions. Many other tools exist and, given the gravity of the crisis and the extreme limits on time, no options for government action to meet the target should be off the table. For example, the Minister of Environment and Climate Change has the power--right now--under Part 4 of the Canadian Environmental Protection Act (CEPA) to regulate the winding down of the fossil fuel sector. Part 4 is called the "pollution prevention" section. Since 2005, GHG emissions have been listed as "toxic substances."  As CEPA toxic substances, the minister has authority to call on sectors emitting GHG to publish plans to drop emissions to targets set by the minister. Also, the government should explore buying the oil sands to shut them down.

Just Earth envisions, as the most proactive approach, a future in which the oil and gas sector is replaced by a vibrant renewable energy industry!

 

As members of CAN-Rac we endorse their position, fully stated in the attached document, that the policy should contain no loopholes; it must ensure the oil and gas sector actually reduces its emissions. It should not allow companies to avoid their obligations by purchasing offsets. It must be comprehensive in scope so that all oil and gas activities and facilities in Canada, including pipelines, refineries and liquefied natural gas (LNG) export facilities, should be covered by the cap. There must be no delays. Regulations should be adopted and in place in 2023. Companies must receive advance notice of the obligations they must meet so they can make the necessary investments in decarbonization to meet Canada’s 2030 targets, and be in line with 2050 objectives.

As for our feedback on the options you are presenting as ways to reduce emissions in the Canadian oil and gas sectors of the economy:

Ultimately, we prefer Option 1 (using CEPA): That is, a cap and trade system under the Canadian Environmental Protection Act that sets regulated limits on emissions from the sector. Our reason is as follows: By adding key design changes we may have a better chance of achieving the government’s goals because it could be more easily implemented. Although Option 1 is an entirely new system that has to be built largely from scratch, Option 2 requires changes to existing policy that risk being extremely complex. Among the options presented in the discussion paper, a cap-and-trade system would provide the most clarity and certainty, but you, Minister Guilbeault along with Minister Wilkinson must ensure the policy does not allow for industry to game the system with false solutions and delays.

 

For Canada to do its fair share of the global effort to limit warming to 1.5°C, the oil and gas sector must reduce its emissions by at least 60% from 2005 levels by 2030. Even since 2015, the science has become clearer. Even at 1.5 degrees C we risk exceeding globally dangerous and irreversible "tipping points."

 

We must avoid climate breakdown. We are at 1.2 degrees C global average temperature increase. Global devastation is on our doorstep.
