Ok. Sorry to bombard you with my emails :(
I just did something and it made our results much more better.
As you may have noticed, our 2006 dataset had only "one" 2005 CPU. which obviously had a eff score of 1, cause there was no one else to compete! I thought this is not real and not fair to compare a CPU only to itself. So I removed it, and ran TFDEA again and got MAD 1.2 !! (Run 2-Shabnam sheet on the same file)
We can either stick with it, or this also can show conversion from 2000 to 2006 may help. However we are adding the error percentage of the conversion to our dataset. TEAM's DECISION.
