የመሠረተ ልማት ማስተባበሪያ ኤጀንሲ ዋና ዳይሬክተር ተሾመለት

የኢትዮጵያ መንገዶች ባለሥልጣን ምክትል ዋና ዳይሬክተር የነበሩት አቶ በቀለ ንጉሤ፣ ከሐምሌ 18 ቀን 2008 ዓ.ም. ጀምሮ የፌዴራል የተቀናጀ የመሠረተ ልማት ማስተባበሪያ ኤጀንሲ ዋና ዳይሬክተር ሆነው ተሾሙ፡፡

በጠቅላይ ሚኒስትር ኃይለ ማርያም ደሳለኝ ፊርማ በወጣው ደብዳቤ የተሾሙት አቶ በቀለ፣ አዲሱ መሥሪያ ቤታቸውን ማደራጀት መጀመራቸው ታውቋል፡፡

አቶ በቀለ ላለፉት 28 ዓመታት በኢትዮጵያ መንገዶች ባለሥልጣን ከኤክስፐርትነት እስከ ምክትል ዋና ዳይሬክተርነት ሲያገለግሉ ቆይተዋል፡፡

አቶ በቀለ ከአዲስ አበባ ዩኒቨርሲቲ የመጀመሪያ ዲግሪያቸውን በኢኮኖሚክስ፣ ሁለተኛ ዲግሪያቸውን ደግሞ በኔዘርላንድስ ከሚገኝ ዩኒቨርሲቲ በትራንስፖርቴሽን ኢንጂነሪንግ አግኝተዋል፡፡ በአሁኑ ጊዜ ደግሞ ፈረንሣይ ከሚገኘው ፓሪስ ቢዝነስ ስኩል ሦስተኛ ዲግሪያቸውን (ፒኤችዲ) በመሥራት ላይ ይገኛሉ፡፡

መንግሥት በፌዴራል ደረጃ የሚካሄዱ ግዙፍ የመሠረተ ልማት አውታሮች በተቀናጀ መንገድ መካሄድ አለባቸው በማለት በአዋጅ 857/2006 ዓ.ም. ይህ ኤጀንሲ እንዲቋቋም አድርጓል፡፡

አቶ በቀለ ለሪፖርተር እንደገለጹት፣ ክልሎችና ሁለቱ የከተማ አስተዳደር አካላት የራሳቸውን ተቋም ማደራጀት የሚችሉ ቢሆንም፣ እሳቸው የሚመሩት ኤጀንሲ በፌዴራል ደረጃ የሚካሄዱ ግዙፍ ፕሮጀክቶች በተቀናጀ መንገድ እንዲከናወኑ ያደርጋል፡፡

በተለይ በኢትዮጵያ መንገዶች ባለሥልጣን የሚገነቡ መንገዶች፣ በኢትዮጵያ ባቡር ኮርፖሬሽን የሚዘረጉ የባቡር መስመሮች፣ በኢትዮጵያ ኤርፖርቶች ድርጅት የሚገነቡ የአውሮፕላን ማረፊያዎች፣ በኢትዮ ቴሌኮም የሚከናወኑ የቴሌኮም አውታሮች ግንባታና የመሳሰሉት በተቀናጀ መንገድ ተናበው እንዲሠሩ የማድረግ ሥልጣን ለኤጀንሲው ተሰጥቷል፡፡

አቶ በቀለ እንደገለጹት፣ በአገር አቀፍ ደረጃ የሚገነቡ የመሠረተ ልማት አውታሮች ሀብት ሳያባክኑ እንዲከናወኑ ከማድረግ በተጨማሪ፣ ግንባታዎቹ በሚካሄዱባቸው አካባቢዎች የሚገኙ ዜጎች የባለቤትነት ስሜት እንዲሰማቸው ተደርጎ የሚገነቡ መሆን ይኖርባቸዋል፡፡

የመሠረተ ልማት ግንባታ ከመካሄዱ በፊት የአካባቢው ነዋሪዎች ፕሮጀክቱ የሚያስገኘውን ጠቀሜታ ተረድተው ድጋፋቸውን እንዲሰጡ ለማድረግና በካሳ ሒደት ሙሉ መግባባት ላይ ተደርሶ ግንባታ እንዲካሄድ ለማድረግም ኤጀንሲው እንደሚሠራ አቶ በቀለ ጨምረው ተናግረዋል፡፡

‹‹በአገር አቀፍ ደረጃ ወጥ የሆነ የካሳ አከፋፈል ደረጃ (ስታንዳርድ) ይወጣል፤›› በማለት አዲሱ ኤጀንሲ ከሚያከናውናቸውን ተግባራት አንዱ የካሳ ጉዳይ መሆኑን አቶ በቀለ አስረድተዋል፡፡

ከዚህ በተጨማሪም ኤጀንሲው ክልሎችና የከተማ አስተዳደር አካላት ለሚያቋቁሟቸው መሰል ኤጀንሲዎች ድጋፍ ይሰጣል ተብሏል፡፡

በአገሪቱ የመሠረተ ልማት አውታሮች ሲገነቡ አንዱ የገነባውን አንዱ እያፈረሰ ከፍተኛ የአገር ሀብት ሲባክን ቆይቷል፡፡ ከዚህ በተጨማሪ ከግንባታ ቦታዎች ለሚነሱ ነዋሪዎች የሚሰጠው የካሳ ክፍያ ሲያወዛግብ ቆይቷል፡፡ አዲሱ ኤጀንሲ እነዚህን ችግሮች መፍታት ይጠበቅበታል፡፡

የኤጀንሲው መዋቅር የፀደቀ በመሆኑ ኤጀንሲውን በሰው ኃይል የማደራጀት ሥራ በቅርቡ እንደሚጀመርም ለማወቅ ተችሏል፡፡

I am really glad to see the person who really opened my eye about how my country works and encouraged me (us) not to give up and keep at it lead this important and needed agency. Again we look forward to working with you and hope you still be our champion for EEO help us keep the relationship with ERA and Addis with the new leadership. Again congrats!!
