Could we maybe make etherpad a mentoring organization for the next google summer of code?
I am a student at the University of Illinois at Chicago and I would love to do all the paper work for you.
All I need for next year is a mentor.

Hi Brian:

It may depend on whether the Etherpad Foundation goes
ahead and actually incorporates. That's liable to be a lot
more paperwork ;)

FWIW, an organization I'm involved with (Sugar Labs) became a member
of the Software Freedom Conservancy¹ a few years ago -- the SFC is
incorporated, and offer free software projects things like a bank
account and legal advice. (This is an acceptable arrangement for
Summer of Code, since Sugar Labs is part of GSoC this year.)
