ETCD Cluster Issue - member list show only one noe

Hello

currently i have  cluster with 3 nodes (docker containers on same network)

using 

the command

etcd --enable-v2=true --name etcd --initial-advertise-peer-urls http://172.21.0.2:2380   --listen-peer-urls http://172.21.0.2:2380  --listen-client-urls http://172.21.0.2:2379,http://127.0.0.1:2379   --advertise-client-urls http://172.21.0.2:2379   --initial-cluster-token etcd-cluster   --initial-cluster etcd=http://172.21.0.2:2380,etcd2=http://172.21.0.6:2380,etcd3=http://172.21.0.7:2380   --initial-cluster-state new 

when i run the below command, i can see only one node in the cluster though the ports 2379 , 2380 are accessible from all nodes

etcdctl --endpoints=172.21.0.2:2379,172.21.0.6:2379,172.21.0.7:2379 member list --write-out=table

did any one face same issue before ?
