Yard of the Month Sign

I see a resident of River Crossing received the Yard of the Month and
I know this because there is a sign in their yard. Is that possible to
get for the Estates? I did see that the sign is from Ace Hardware. Do
we have a budget for something like that? We could offer the resident
a $20 gift card to Ace for caring for his/her yard? I would like to
implement this if at all possible. Who is in charge of choosing the
Yard of the Quarter? We need to do yard of the month and give that
resident something to show appreciation. That may be incentive to work
a little harder to accomplish a beautiful yard.

Any thoughts?
