DETERMINACION PRELIMINAR DE LA SEGUNDA REVISION PERÍODO 06/01/2023 - 5/31/2024
MIEL ARGENTINA: DURA SANCION A A.C.A.
(Espacio Apícola, 30 de septiembre de 2025) El Departamento de Comercio de los Estados Unidos (DOC) difundió hoy a las 12:13 (hora de Washington) la Determinación Preliminar sobre la miel sin procesar procedente de Argentina durante el período de revisión (POR) del 1 de junio de 2023 al 31 de mayo de 2024. Con los siguientes valores para cada Exportador y su valoración promedio del Margen de Dumping:
Asociación de Cooperativas Argentinas Ltda.: 31,52 %
NEXCO S.A.: 1,22 %
Empresas no examinadas: 4,33 %
Se aguarda su publicación en el Registro Federal, tras lo cual el DOC responderá los reclamos pertinentes de las partes. La Determinación Final se espera para fines de enero 2026 (120 días después de la publicación de la Det. Prelim. si es que no hay prorrogas - Fuente ACCESS - Barcode:4833457-01 A-357-823).
MIEL BRASILEÑA
(Espacio Apícola, 30 de septiembre de 2025) El Departamento de Comercio de los Estados Unidos (DOC) difundió el 26 de septiembre pasado la Determinación Preliminar sobre la miel sin procesar procedente de Brasil durante el período de revisión (POR) del 1 de junio de 2023 al 31 de mayo de 2024. Se aguarda su publicación en el Registro Federal.
Exportador y Valoración promedio del Margen de Dumping:
Melbras Imp. e Exp. Agroind. Ltda: 3.94 %
Minamel Agroindústria Ltda: 12.13 %
Empresas no examinadas...........: 8.04 %
El DCC concluye preliminarmente que Melbras Importadora E Exportadora Agroindústria Ltda. (Melbras) y Minamel Agroindústria Ltda. (Minamel) realizaron ventas de la mercancía objeto de investigación a precios inferiores al valor normal (VN) durante el POR. Además, rescindieron parcialmente esta revisión a ciertas empresas para las que no se registraron entradas revisables de mercancía objeto de investigación durante el POR y cuyas solicitudes de revisión se retiraron oportunamente. Se invita a los interesados a comentar esta Determinación preliminar.
MIEL INDIA
(Espacio Apícola, 30 de septiembre de 2025) El Departamento de Comercio de los Estados Unidos (DOC) difundió ayer la Determinación Preliminar sobre la miel sin precesar procedente de India durante el período de revisión (POR) del 1 de junio de 2023 al 31 de mayo de 2024. El DOC encontró que no se vendió mercadería por debajo de un valor normal (NV) durante el POR.
Exportador y Valoración promedio del Margen de Dumping.
Todas las empresas: 0 %.-
Se aguarda su publicación en el Registro Federal.
MIEL VIETNAMITA
(Espacio Apícola, 30 de septiembre de 2025) No hay novedades sobre la Determinación Preliminar para las mieles importadas en los Estados Unidos desde Vietnam.
A principio del mes, en un comentario de 37 páginas, previo a la Determinación Preliminar, los peticionantes seguían cuestionando un tema remanido en esta investigación: la cuestión de mercados surrogantes. Ante la falta de datos equivalentes a los de una economía de mercado las empresas vietnamitas primero se respaldaron en los precios de las mieles de India como referencia. Desde el principio los demandantes insistieron en que, de recurrir a un mercado surrogante, éste debía ser Egipto. Ahora las empresas vietnamitas insisten en que el mercado surrogante sea Indonesia, a lo que los peticionantes reaccionan con este comentario previo.
No hay notificación de fecha de publicación de la Determinación Preliminar.

ARGENTINE HONEY: SEVERE PENALTY ON A.C.A.
(Espacio ApÍcola, September 30, 2025) The U.S. Department of Commerce (DOC) released today at 12:13 p.m. (Washington time) the Preliminary Determination on unprocessed (raw) honey from Argentina during the period of review (POR) from June 1, 2023, to May 31, 2024. The preliminary determination is set for each exporter and their average dumping margin assessment as follow:

Publishing in the Federal Register is awaited, after which the DOC will respond to the relevant claims from the parties. The Final Determination is expected by the end of January 2026 (120 days after publication of the Preliminary Determination, if there are no extensions - Source: ACCESS - Barcode: 4833457-01 A-357-823).

The DCC preliminarily concludes that Melbras Importadora E Exportadora Agroindústria Ltda. (Melbras) and Minamel Agroindústria Ltda. (Minamel) made sales of subject merchandise at prices below normal value (NV) during the POR. In addition, the DOC partially rescinded this review for certain companies for which no reviewable entries of subject merchandise were recorded during the POR and whose requests for review were timely withdrawn. Interested parties are invited to comment on this preliminary determination.
INDIAN HONEY
(Espacio Apícola, September 30, 2025) The U.S. Department of Commerce (DOC) yesterday released the Preliminary Determination on raw honey from India during the period of review (POR) from June 1, 2023, to May 31, 2024. The DOC found that no merchandise was sold below normal value (NV) during the POR.

VIETNAMESE HONEY
(Espacio Apícola, September 30, 2025) There is no update on the Preliminary Determination for honey imported into the United States from Vietnam.
Earlier this month, in a 37-page comment prior to the Preliminary Determination, the petitioners continued to question a well-worn issue in this investigation: the issue of surrogate markets. In the absence of market-equivalent data, Vietnamese companies initially relied on Indian honey prices as a reference. From the outset, the petitioners insisted that, if a surrogate market were to be used, it should be Egypt. Now, the Vietnamese companies are insisting that the surrogate market be Indonesia, to which the petitioners respond with this preliminary comment.
There is no notification of the publication date of the Preliminary Determination.
