So, I'll add a "mechanics" part to the work and include the Fudge
rules. I guess we need some skills with description. I could use the
Terra Incognita as an example. Perhaps I could tap into that group? I
wonder if the Fate guys would be interested in adding rules? Is it
worth inviting them?

It's worth a try. I've also thought that maybe we could go right back
to Fudge in a Nutshell and then build up from that.

How comprehensive a list do you want? For many years I've been
leaning towards a pared-down list (no ten to twenty pages of skills).
For instance, weapons could be broke down to:
Bladed Weapons: knives, swords, lightsabers, glaves, etc.
Small Arms - pistols, rifles, machine guns
Heavy Arms - recoiless rifles, heavy energy weapons, missile
launchers, spacecraft weapons systems
This is only a sample. The idea is to maybe have no more than four or
five skills per category, but have broad skills.
I know I know, mechanics mechanics mechanics :-(

Hmm, I would think the Five-Point Fudge list is close to what we could
shoot for in terms of breadth of skills. Breaking weapons as you
suggest is fine for me. So, the 5PF is a little more narrow than your
suggestion. So, if you can pare that list down sufficiently (which I
think is definitely possible) to your suggested goal, that would
probably work right.

My main reasoning for a small, broad list is that, particularly for a
space opera-style game, it makes more sense (ie. Luke Skywalker knows
how to pilot an X-wing fighter because he's piloted land speeders).
With huge skill lists you end up with players who, a few days of
gameplay down the road, go "Waddya mean I can't drive the Furlip
10000? I've got the driving skill... ohhhh, that's only for wheeled
vehicles, not for tracked ones..."
