Hello. I've been wandering around multiple GTA modding forums looking for a mod that stops/slows down time without affecting the characters movability. Like x-men's Quicksilver superpowers. I only find mods like the Super Hot one or mods that affect the character. Yes i know this request should be in the "request" thread, but i don't want to get ignored, i'm sorry.
Such a shame, i hope someday a mod like that exist. There's one mod called "The Flash Mod" though, it's has a feature that allows the player to have fast perception but it's the same thing as many other mods: slows time affecting the character.
I have toyed with the game's speed multiple times before. You can slow down in-game time and almost everything in the game with one line of code, and you can compensate by speeding up the animations of the character, but it's not without causing some issues.
The best mod you can find that can do this is Ryosuke's old Time Stopper CLEO script. CJ's movement is still restricted, as he can only walk around (though he can slowly pick up speed and start running) and he can't perform melee attacks. But he can still do some Quicksilver-esque moves, like pushing cars away with so much force (as you are technically moving very fast) that you send them flying, quickly shooting multiple cops in the head while they're helplessly nigh-frozen, and destroying fast-moving vehicles by just spraying them with thousands of bullets. I wanted to peak into the CLEO script's own code, but sadly, like his other scripts, it's encrypted in some way.

I guess Ryosuke's mod it's the only mod that gets a little close to what i want. The search continues. I remember downloading a .cs file that allowed you to freeze time and move the character like if you were moving objects with DYOM or a ped editor. Maybe that's the key, though.
The Time Stopper attack is a weapon gained after defeating the boss Flash Man in Mega Man 2. Time Stopper will freeze everything on the screen in its tracks for a short amount of time, but can only be used once. Mega Man's suit is purple when Time Stopper is equipped.
Once activated, all enemies and objects will be frozen in time, while the user can still move freely. Energy is constantly drained at a rate of 4 units per second, but the weapon can be deactivated by refiring it or switching weapons. Weapon Blocks marked with Time Stopper will be broken upon spawning as long as it's active. Against bosses, this weapon will only stop them if it's set as a primary or secondary weakness, with the former also causing them to take damage at a rate of 2 units per second. Deactivating it will trigger their invulnerability frames.

Almost every single action in Time Stopper: Into Her Dream is developed in third person narrative, so even if you change your vantage point to first-person view whenever you stop time. In any case, you'll be able to switch from one viewpoint to another just by tapping a button.
