it's nice to meet you Vs it's nice meeting you.

Hi there, 

I read that we use " it's nice to meet you" for greeting and "it's nice meeting you" as a farewell. Is that true? and the same question for 
"It was nice to meet you" Vs " It was nice meeting you" ?

Daily English has become less formal and the rules have become less
strict,too.

I would say when you use present tense,they are both for opening
greetings
while when you use past tense,they are both for ending the
conversation...
