REQUEST FOR DISCUSSION (RFD)
unmoderated group soc.culture.charnego
This is the second formal Request For Discussion (RFD) for the creation of
a world-wide unmoderated Usenet newsgroup soc.culture.charnego. This is
not a Call for Votes (CFV); you cannot vote at this time. Procedural
details are below.
CHANGES from previous RFD:
- Changed the wording of the charter to achieve greater acceptance of
the term "charnego".
- Added an explicit request for avoiding gratuitously crossposting with
other groups.
- Placed more emphasis on the cultural (instead of political) nature of the
group
- Two newsgroups more added to the distribution of the RFD

Newsgroup line:
soc.culture.charnego Issues relating to the Spanish-speaking community
in Catalonia.
RATIONALE: soc.culture.charnego
This group would deal with the culture, problems and issues of the
Spanish-speaking community that resides in Catalonia, an autonomous
region in NorthEast Spain. Native Spanish speakers account for roughly
half of the catalan population, or three million people. The issues that
affect them have so far been discussed extensively and forcefully in the
existing groups soc.culture.catalan and soc.culture.spain. However, we
think that this new group is necessary for several reasons:
1) The large size of the Spanish-speaking community in Catalonia and the
relative uniqueness of the problems and issues they face warrant the
creation of a separate newsgroup. Although crossposting with any or
both of the above-mentioned groups would be welcome, we strongly discourage
that practice in order to keep neatness within the group and avoid
complaints from other groups readers.
2) Many people in both newsgroups have complained about the allegedly
excessive fraction of group traffic that is devoted to these
discussions, which tend to become quite heated. These complaints are now
getting louder and more difficult to ignore, leading many in
soc.culture.catalan to call for a ban on crossposting. Besides, these kind
of topics have been discussed so far mainly in soc.culture.spain and
soc.culture.catalan (and some other groups under the es.* hierarchy),
so readers exist and would probably use an specific newsgroup about the
spanish-speaking community in Catalonia.
3) In any case, the complaints referred to in 2) are further proof that
there is a keen interest in these issues among a very wide audience, so
the creation of a new newsgroup seems to be advisable.
CHARTER: soc.culture.charnego
This group would encourage posting of material relating to the culture
and issues of Spanish-speaking community living in Catalonia. It is
intended to support discussion of social, economical and even political
issues, trends and problems that affect the Spanish-speaking community in
Catalonia, with an special emphasis on the cultural matters. The proposed
name of this newsgroup is soc.culture.charnego. "Charnego" is a term
employed in Catalonia to describe the greater part of those residents
whose mother tongue is Spanish rather than Catalan, most of whom (or their
families) arrived in Catalonia over the last three or four decades.
Additionally, "charnego" is a term that describes not only the immigrants
from other regions of Spain, but also their sons born in Catalonia.
Although in the past this term sometimes has had a pejorative ring to it,
we strongly believe that it is the common and colloquial way to name this
community, and very descriptive of the newsgroup intended audience and
purpose.
The proposed format is a nonmoderated one, as we think that the freedom
it allows more than compensates for the annoyance of improper
contributions and excessive crossposting.
Posters are asked to use one or more of these three languages in their
posts: Spanish and Catalan, the two languages spoken in Catalonia, and
English, to facilitate participation by everyone. Posting in one of
these three languages is strongly encouraged to facilitate
communication, although evidently not required due to the nonmoderated
nature of the proposed group.
