Well, it is not supported in CDB-operational, since CDB (as of ConfD-6.5) implements leaf-lists the same way as lists, and lists must have unique keys (corresponds to the elements of a leaf-list). But it should work with an external data provider.

Based on various answers from this question (and related questions and articles) I found a set of commands that allowed me to create a root ca, intermediate ca and test certificate for testing purposes using default openssl config. So I want to post it for myself and for others who's interested in quick solution suitable for testing purposes:

WJH, openconfig-platform, and openconfig-lldp data continue streaming to gNMI in this state. If you are only using gNMI and a NetQ telemetry server does not exist, you should disable the NetQ agent by setting opta-enable to false.
