The admin:/// location doesn't exist. Certainly not from within a terminal.
The location of this file on my system is: /lib/udev/rules.d/60-libsane1.rules
Perhaps it might be necessary to add an explanation of those systems which use the admin:/// location construct and the plane file location for those that don't.
