Using -XepPatchChecks with Bazel to generate patch files

I'm trying to use -XepPatchChecks with a Bazel java_library. I set the -XepPatchLocation:/tmp/patch but I never see anything there. I think this is because of Bazel's sandbox and this is not a declared output of the java_library rule. Is there any way to get at the patch file when using Bazel?
