If one aspires to be a technical partner, I think this is a relevant question to ask: While everything can be learned from scratch, I'd like to understand what kind of programming language pre-requisites are ideal to already have in order to understand erpnext's framework/language as efficiently as possible?

Laurance,

It will help if the developer is familiar with *any* Linux web development framework like Rails, Django or PHP. Also MySQL (SQL) skills will be very useful. Python & JS are both easy to pickup.

We have seen fresh developers pickup erpnext development in a month or so.
