Report for filling VAT Return

How do we create a custom report that I can use for filling India VAT Returns. VAT report that we can see in general ledger report does not fit with the format that is needed to file the VAT return. What are our options to generate such reports?

Script report. Like:

https://github.com/frappe/erpnext/tree/develop/erpnext/accounts/report/accounts_receivable

You will have to login as "Administrator" and create a new "Report". Then add the py / js files.
