ERMA-29 Add option to disable transaction nesting.

Due to a recent issue where a client of ERMA was creating tens of
thousands of child transactions, Orbitz has created http://code.orbitz.net/browse/ERMA-29
and submitted a patch. We welcome community feedback on this patch.
