allow sinan to build a full and complete release
This changes sinan to basically do the same thing as reltool, just not
in a stupid broken way the way reltool does. It keeps version by name,
understands different versions and should be installable side by side
with multiple versions of the release.

This fixes a bug where include directories in the same app could *not*
included with a simple '-include' call and adds reasonable tests to
