Health Systems, Health, and Wealth: a New Perspective

Abstract: Countries from WHO’s European Region met in June 2008 to
discuss a new way of thinking about health systems. For the past three
decades, much of the debate on healthcare in Europe has been dominated
by cost containment.
The participants discussed and examined a model of relationships
between health systems, health and wealth, where each can be mutually
supporting, creating the possibility of a virtuous circle in which
carefully targeted investments benefit the health of the population
and economic growth. Health systems are thus seen as a productive
sector rather than a drain on resources, forcing reassessment of
concerns about financial sustainability.
