Templated Administrative Panel

The administrative panel has now been completed moved over to templates
like most of the site currently is. While this made the interface
more consistent with the rest of the site, it also cut down the code
base by 1000 lines of code which is significant.

Certain panels have been simplified and can now be done exclusively from
one screen instead of many like it had been done previously. This
coincides with the move of Gummy and Font administration to the host
panel under the 'system' realm. More consistent interface and more
logical a home for this new feature.
