Update to web polls

Ethereal Realms has offered web polls for some time now and
traditionally they have been restricted to system level management.
With the upcoming release of Ethereal Realms this will be changed as it
is moved to hosting level.

With the change also brings about a JavaScript injection which will
simplify matters overall. The code required to display the pool is now
much simpler and once you have voted, you will see mini-results instead.
Overall this change brings the offering to be a bit more like
professional polls offered on other sites.

Systems administrators will still be able to access the polls for system
purposes, however it will be done through the 'System' realm instead.
The word filter has also been moved over.
