I have accomplished a goal of not having pop-ups except for this one that is currently popping at gmail, informing the user to accept a Chrome browser. Will this stop after being offered hundreds of times, for it is already dozens of opening of gmail and it occurs each time. Or is there a work around for easily stopping it from coming up each time that gmail is opened?
I usually use Apple Mail to look at my GMAIL, but I tried Safari today and the first time I went to GMAIL using the browser interface, that pop up appeared, but after quitting Safari and reopening it I did not get the pop up again. This could be a cookies setting, you might experiment with more restrictive settings for google or gmail web addresses in your Safari Preferences, especially Privacy settings (Manage website data) and Websites settings. In the Websites settings, check Pop-Up Windows and also Content Blockers.
These are useful things to know exist. Cleared Safari > manage website data and the pop up did not appear immediately after on entering Gmail; but don't want to do that each time I enter that website. My sense is that Google does all that it can to have you not delete material anywhere that you are interacting with their products, and my hunch is that this way your data if there and more available for them to make use of. Safari>Website settings I checked and already have them set to 'block & notify' and no not allow, so that didn't seem to make a difference for the pop-up suggesting one use the Chrome browser. Thank you for your suggestions, it was a good reminder that these features exist and where they are.

I've gone into Safari's preferences/websites/ Pop up windows and chosen allow for gmail but nothing changes. I keep getting the error message. I have restarted Safari to see if it needs that to take effect but no go.

The link you sent is one I found and the steps it describes are the ones I list in my post that I have taken. And, when I do this and then try and pop out the email, the same error message comes up so those steps are not working. And that is what I read was happening a year ago when a thread for this topic was started and no solution came from it.
I will reply to Allan's post for follow up because the reader view does not work in gmail and that is the program that is giving me the issue of not allowing the window to pop up. And that is what he replied to with the reader view suggestion.
I looked into the reader view with some searching and a helpful post here by Eric Root. Unfortunately, from what I can tell, the reader view only appears to work on webpages sharing an article. And it is not an option for gmail, which is where I am having the issue of not being able to open the message in a separate window because of a strange block from Safari thinking the page does not allow pup ups.
I had a test account set up so I logged out of my admin account and logged in with the test account, opened Safari, logged into gmail and tried to pop out a message window with the shift key and got the Grrr error message in this account too.
I logged back into my Admin Account and created a brand new account. I logged into gmail via safari, opened a message and clicked on shift and the arrow icon in the top right of the window to open the message in its own window and, yet again I got the Grrr message for the pop up blocker.

Sadly I don't know that this is going to work. I checked my settings and pop-ups were already blocked so I added etsy to the blocked list, closed Chrome, and then re-opened it and I'm still getting them.
Maybe those notifications don't fall under google's definition of a pop-up so Chrome can't block them? Or maybe they only work if you are signed in to google? I don't use gmail or google workspace so I'm not signed in. Maybe someone else who is signed in can test it and see if this is working for them.
