[epub31][css] CSS working group discussion of text-combine: upright

I just wanted to let people know about an issue with the CSS Working Group, which will be discussed on their Wednesday call.

Right now no browser tests are passing because of the text mentioned in the above issue, and this is one of the things preventing an exit from CR.

Does this impact EPUB reading systems in Japan?
