[epub31][metadata] link to metadata formats

I noticed that we don't currently have a link to the format guide that we created.[1] If there are no objections, what I'd like to do is add a link to the "record" property definition.[2] As that document can be updated without a revision, this change won't impact on the release of 3.1.
