test steps stored outside test cases?

Hi all,

 

Kanai-san and I were talking about the where to store the test steps for a given test.  The last 4 test files I submitted had somewhat  elaborate descriptions embedded in them on how to appraise the tests.  Would it make sense to have the test steps available outside the test files?
