I think in CentOS it's in:
/etc/httpd/conf/httpd.conf
Look for the lines:

If this server will only be used for EPrints, change these to:User eprints
Group eprints
If you are installing EPrints on a server that is already used for other things, then another approach may be needed. Let us know if this is the case and we will help!

Hi,
On CentOS there is also SELinux - which may be stopping Apache from writing to the directories.
If you run:
> sestatus
the output might contain:
SELinux status: enabled
To run a quick check (don't do this on a production system), run:
> setenforce 0
And try uploading a document (you might need to restart Apache too).
If this does solve the problem, the 'real' fix (to use on production servers) is documented here:

Aaah, this is the same problem - but the directory isn't listed on the wiki page.
But there may also be other directories that need permission too.
From a message on the eprints tech list (http://threader.ecs.soton.ac.uk/lists/eprints_tech/21145.html), it might be best to apply the permission to the whole EPrints installation directory:
chcon -R -t httpd_sys_content_rw_t /opt/eprints3
But this might be too 'open' (hopefully other people on this list running EPrints on CentOS can provide some thoughts!).
Also, the EPrints Tech list might be a better place to ask technical questions (see details here: https://wiki.eprints.org/w/Contact#eprints-tech_Mailing_List).
