The Tongue & Quill has provided generations of Airmen a standardized format for Air Force documents such as Official Memorandums, Point Papers, Personal Letters, and many more. Standardized communication guidelines provided by the Tongue & Quill have improved the sharing of ideas, information, and messages with others by providing readers a familiar set of formats. The static format examples within the Tongue & Quill have been transformed into official digital templates which allow Airmen to focus on creating better Content; instead of creating the right Format. When an Airmen downloads an official template from this site, they can rest assured that they're starting with an approved format.
Airmen successfully accomplish more missions with fewer people than ever before and there is a constant battle to cover the bases with limited resources. Time is a resource. In the context of Great Power Competition, every moment counts. These official templates will help give time back to Airmen and allow them to focus on the mission.
Recruiting Mission
Air Education and Training Command's mission begins with Air Force Recruiting Service at Joint Base San Antonio-Randolph, Texas. The AFRS mission is to inspire, engage and recruit the next generation of Airmen and Guardians. AFRS is comprised of four groups and 32 squadrons (one group and it's four squadrons are Air Force Reserve). These groups are: the 360th Recruiting Group at New Cumberland, Penn.; the 369th Recruiting Group at JBSA-Lackland, Texas; the 372nd Recruiting Group at Hill AFB, Utah, and the 367th Recruiting Group at Robins AFB, Ga. (Air Force Reserve).
Emphasis is on recruiting men and women, ages 17 to 39 years old, without prior military service for enlisted duty. America's Air Force also needs highly qualified doctors, nurses, pharmacists, engineers and people qualified for special operations, such as pararescue and combat control.
WEAR Overview
The We Are All Recruiters program may grant individuals permissive TDY status if they participate in an event that directly enhances the recruiting mission. All Airmen, regardless of their Air Force Specialty, are recruiters.
WEAR Events
A WEAR event is an event where the interaction of Air Force personnel educates and increases public awareness of the Air Force and could potentially provide numerous leads for recruiters. Approval for WEAR is limited to those events where Airmen are directly speaking to potential applicants or influencers about Air Force opportunities. Applicants are defined as individuals within the 17- to 39-year-old range; and influencers are defined as parents, community leaders, teachers, counselors, coaches, etc.
WEAR events are approved on an individual basis. For those events where multiple Airmen are attending, each attendee must submit a completed form for approval. WEAR requests must be first approved by the individual's commander in accordance with AFI 36-3003. Members may receive up to 14 total days permissive TDY to attend WEAR events each year. Requests are then routed and sanctioned through the AFRS Public Affairs Office to the AFRS commander via AFRS Standard Form 10. The AFRS commander is the approval authority for all WEAR packages. Additionally, the AFRS commander may limit the number of Air Force personnel approved to participate in any one event through the WEAR program.

Processing requests for base access is one of our top priorities. Ensuring these get completed in a timely manner and submitting your requests to us on time will prevent any delays in the completion of this process. For SOFA members who have family members visiting please choose one of the following forms below that fits the needs of your visitors. Lastly, it is important to note that PACAF has a designated country listing which prohibits individuals from specific countries from entering the installation. If you have a visitor from one of these countries your request will require 35 FW/CC approval. A copy of this listing will be provided in the section below.
For all of our Visitor passes and EALs, the processing times should reflect how long the requesting official needs the pass for and how long requesting official will take to meet all requirements with our office and their chain of command
Requesting officials whose visitors are staying on base in base housing for MORE than 30 days NEED to request an Exception to Policy from the Housing Office BEFORE their visitors arrive. Please contact the Housing Office at DSN: 226-3200 for all housing ETP inquiries.
Citizens from the following restricted countries must receive approval from the 35 FW/CC prior to escorted access being granted. Due to the requirements of these passes ensure you start the process at a minimum of 45 duty days prior to your visitor arriving in Misawa. Requests for Unescorted Access will not be accepted for visitors on this listing.
A Status of Forces Agreement (SOFA) Permit stands as a contract of sorts between the Government of Japan and the United States allowing licensed military members, DoD civilians and their families to drive while stationed in Japan. Misawa Community Center provides the required courses for both currently licensed drivers and family members that may not have a stateside license or SOFA Permit yet. For more information on the initial licensing requirements, please visit Pass and Registration in Building 653 Room 131 . For all other SOFA related inquiries, review the below links.
There are several types of Restricted Area Badges (RABs). Each badge is tied to an individual person and is required when entering certain areas within buildings, the flight line or munitions storage areas. For information and forms, check the below links and select the option best suited for you.
Members who have a Common Access Card can login to the JKO Website via their CAC. Spouses/dependents will need to register an account on the website. After the account is created the steps to finding the course are the same.
Upon completion of the course members will print out the Certificate and report to Pass & Registration for 4EJ Issue.
