Well, this tier is tricky. Blizzard has created a huge spread of ilvls:

Heroic Dungeons 463
Honor Points 464
Pre-raid crafted 476
Conquest Points 483
Valor Point Gear 489
World Bosses 496
First Month Raids
Mogu'shan Vaults LFR 476
Mogu'shan Vaults Normal 489
Raid crafted (Blood Spirits)? 496
Mogu'shan Heroic 502
Rest of Tier Raids
Terrace/HoF LFR 483
Terrace/HoF Normal 496
Terrace/HoF Heroic 509
Terrace Super Hard Mode (?) 516

Right now, we use 489 as the base ilvl so the coefficient is
0.00217931729. If we change it to 496 then the coefficient becomes
0.00180831435 (your number).

I'm conflicted on which to use. I guess I lean slightly towards 496
since that's there the Tier gear is. Anyone have any strong opinions?

I went by the "normal tier chest as base ilevel" method. Not sure if that is a strong enough reason for choosing 496 ilevel as base. 

489 or 496 both works for me. I can see favorable reasons for either.

Though on hindsight, since 483 LFR gear is so readily available (assumption), making 496 as base would encourage people to roll on 489 gear (since it will be so much more cheaper). Otherwise I can see raiders passing on 489 pieces if they have 483 on that slot already (if the itemization difference doesn't merit it the upgrade).
